Cambodian Prominent Buddhist Human Rights Activist, Luon Sovath,
Framed By Phnom Penh Regime
RABAT- Venerable Luon Sovath, prominent human rights activist in Cambodia, has recently been falsely accused of inappropriate relations with women. On May 30th, Facebook audio clips of an unidentified person called out Ven. Luon Sovath. The videos of a dimly-lit room is heard saying that he has a deep love for multiple women, which is a violation of Buddhist religious rules. Apart from posting these videos, the account, which was created two weeks ago, has had no other activity.
The activist, currently in hiding, has denied the accusations, asserting that the investigation is politically motivated. This type of accusation has been used by the Cambodian government to denounce political rivals prior, using it to frame Mr. Kem Sokha, President of the CNRP.
Ever since 2009, Ven. Luon Sovath has been defending the right to housing in Cambodia with videos, poems, and touching songs. He has consistently stood up for Cambodians even amongst threats of violence, arrest, and disrobing. He was awarded the 2012 Martin Ennals Award for Human Rights Defenders and was featured in 2017 documentary film “A Cambodian Spring” for his work.
The Chief Monk of Siem Reap province issued a letter to disrobe Ven. Luon Savath from the Sangha Order based on these video clips on June 3rd. These proceedings of forced disrobing were issued without conducting the proper procedure according to Vinanya of Buddhism.
In addition, Siem Reap Provincial Court has launched a preliminary investigation on this case. Through this investigation, the police executed an improper search on Ven. Luon Sovath’s home. Although the case is religious, they used criminal code and confiscated property, including a Lexus, a refrigerator, multiple phones, and camera equipment, which have not been returned. They also arrested two of his nephews, threatened Slaeng Temple Monks, and harassed Sovath’s family members.
Courage Fund Cambodia (CFC) helps assist brave Cambodian human rights activists through bringing international awareness and crucial support for these victims. Courage Fund Cambodia has helped hundreds of political and human rights activists and their families, paying for legal fees, rehabilitation, basic needs, medical treatment and education scholarships. The CFC urges the international community to provide assistance and support to Ven. Luon Sovath. Donor nations should send a clear message to the Cambodian government that they are closely watched for its human rights performance. For Ven. Luon Sovath, his freedom to remain safely in the Sangkha Order and practice his religious beliefs without fear of persecution, are in need.

ក្រុងរ៉ាបាត៖ ព្រះតេជគុណលួន-សុវ៉ាត សកម្មជនសិទ្ធិមនុស្សលេចធ្លោនៅកម្ពុជា ថ្មីៗនេះត្រូវបានគេចោទ ប្រកាន់មិនពិតអំពីទំនាក់ទំនងមិនសមរម្យជាមួយស្ត្រីភេទ។ នៅថ្ងៃទី៣០ ខែឧសភា ឃ្លីបសំលេង ហ្វេសប៊ុករបស់ជនមិនស្គាល់អត្តសញ្ញាណម្នាក់បានហៅសំលេងចេញក្លែងធ្វើជាព្រះតេជគុណលួន-សុវ៉ាត។ ខ្សែវីដេអូនៃបន្ទប់ដែលមានពន្លឺស្រអាប់ត្រូវបានគេថាព្រះអង្គមានទំនាក់ទំនងស្នេហាជាមួយស្ត្រីជា ច្រើននាក់ដែលជាការបំពានលើច្បាប់វិន័យរបស់ព្រះពុទ្ធសាសនា។ ក្រៅពីការបង្ហោះវីដេអូទាំងនេះ គណនី ដែល ត្រូវបានបង្កើតឡើងកាលពីពីរសប្តាហ៍មុនមិនមានសកម្មភាពអ្វីផ្សេងទៀតទេ។
បច្ចុប្បន្ន សកម្មជនអង្គនេះដែលកំពុងស្ថិតនៅទីសុវត្ថិភាពមួយបានបដិសេធការចោទប្រកាន់នេះដោយ អះអាងថាការស៊ើបអង្កេតគឺមានហេតុផលនយោបាយ។ ការចោទប្រកាន់ប្រភេទនេះត្រូវបានរដ្ឋាភិបាល កម្ពុជាប្រើដើម្បីប្រឆាំងនឹងគូប្រជែងនយោបាយមុនៗ ដោយប្រើវាដើម្បីចាត់ការរូបលោកកឹមសុខា ប្រធានគណបក្សសង្គ្រោះ ជាតិ។
ចាប់តាំងពីឆ្នាំ២០០៩ព្រះតេជគុណលួន-សុវ៉ាត បានការពារសិទ្ធិលំនៅឋាននៅក្នុងប្រទេសកម្ពុជា ដោយ ប្រើប្រាស់វីដេអូ កំណាព្យ និងចម្រៀង ដែលមានលក្ខណៈទាក់ទាញ។ ព្រះអង្គបានក្រោកឈរតស៊ូជាប្រចាំដើម្បីប្រជាពលរដ្ឋខ្មែរសូម្បីតែស្ថិតក្រោមការគំរាមកំហែងនៃអំពើហឹង្សា ការចាប់ខ្លួននិងការចាប់ផ្សឹក យ៉ាងណាក៏ដោយ។ ព្រះអង្គបានទទួលពានរង្វាន់ម៉ាទីនអេនណលសម្រាប់អ្នកការពារសិទ្ធិមនុស្សឆ្នាំ ២០១២ និងត្រូវបានដាក់បង្ហាញនៅក្នុងខ្សែភាពយន្តឯកសារឆ្នាំ២០១៧ “និទាឃរដូវនៅកម្ពុជា”សម្រាប់ការងាររបស់ព្រះអង្គ។
ព្រះមេគណខេត្តសៀមរាបបានចេញលិខិតផ្សឹកព្រះអង្គទាំងកំបាំងមុខដោយសំអាងតែលើវីដេអូឃ្លីបទាំងនេះនៅថ្ងៃទី៣ខែមិថុនា។ ដំណើរការនៃការបញ្ជាអោយផ្សឹកដោយបង្ខំទាំងនេះត្រូវបានធ្វើឡើង ដោយមិនមាននីតិវិធីត្រឹមត្រូវតាមព្រះធម៌វិន័យក្នុងព្រះពុទ្ធសាសនា។
លើសពីនេះទៀតនោះ តុលាការខេត្តសៀមរាបបានបើកការស៊ើបអង្កេតបឋមលើករណីនេះ។ តាមរយៈការ ស៊ើបអង្កេតនេះប៉ូលីសបានធ្វើការស្រាវជ្រាវមិនត្រឹមត្រូវនៅលើផ្ទះរបស់ព្រះតេជគុណ។ ទោះបីករណីនេះ ជារឿងសាសនាសុទ្ធសាធក៏ដោយពួកគេបានប្រើប្រាស់ច្បាប់ក្រមព្រហ្មទណ្ឌរឹបអូសទ្រព្យសម្បត្តិរួមទាំងរថយន្តម៉ាកLexus ទូរទឹកកក ទូរសព្ទ័ជាច្រើនគ្រឿង និងឧបករណ៍កាមេរ៉ាដែលមិនទាន់បានប្រគល់មកវិញ។ ពួកគេក៏បានចាប់ខ្លួនក្មួយប្រុសរបស់លោកពីរនាក់ បានគំរាមព្រះសង្ឃវត្តស្លែងនិងបានធ្វើទុក្ខបុកម្នេញ សមាជិកគ្រួសាររបស់ព្រះតេជគុណលួនសុវ៉ាត់ ។
មូលនិធិវីរភាពខ្មែរ(CFC)បានជួយដល់សកម្មជនសិទ្ធិមនុស្សក្លាហានទាំងអស់តាមរយៈការផ្សព្វផ្សាយជាអន្តរជាតិនិងការគាំទ្រតម្រូវការចាំបាច់សម្រាប់ជនរងគ្រោះទាំងនេះ។ មូលនិធិវីរភាពខ្មែរបានជួយសកម្ម ជននយោបាយនិងសិទ្ធិមនុស្សរាប់រយនាក់និងក្រុមគ្រួសាររបស់ពួកគេដោយជួយបង់ថ្លៃសេវាផ្នែកច្បាប់ ការស្តារនីតិសម្បទា ផ្គត់ផ្គង់តម្រូវការចំបាច់ ចំណាយលើការព្យាបាល និងអាហារូបករណ៍សិក្សា។ CFC ជំរុញឱ្យសហគមន៍អន្តរជាតិផ្តល់ជំនួយនិងការគាំទ្រដល់ព្រះតេជគុណលួន-សុវ៉ាត។ ប្រទេសម្ចាស់ជំនួយ គួរតែផ្ញើសារយ៉ាងច្បាស់ទៅរដ្ឋាភិបាលកម្ពុជាថាពួកគេត្រូវបានឃ្លាំមើលយ៉ាងដិតដល់ចំពោះការអនុវត្តន៍ សិទ្ធិមនុស្សរបស់ពលរដ្ឋខ្លួន។ សម្រាប់ព្រះភិក្ខុលួន-សុវ៉ាត សេរីភាពរបស់ព្រះអង្គក្នុងការរក្សាជាភេទ បព្វជិតនៅក្នុងសង្គមសង្ឃនិងការបដិបត្តិជំនឿសាសនាដោយមិនមានការភ័យខ្លាចឬការធ្វើទុក្ខបុកម្នេញ គឺជាតម្រូវការចាំបាច់។
